The Andrew Rossignol Memorial Fund was established in 2009 to honor the life of Andrew who was killed on December 6, 2008 at the age of 21. While on a training mission over the Everglades, Andrew and his student pilot were struck by another aircraft, killing all four people, in both planes.

Andrew, the son of Richard (a Continental Airlines captain) and Lenore Rossignol, was raised in Maine. Andrew was known as a kind and caring young man who willingly helped others, particularly children. An avid pilot, Andrew received his pilot’s license at the age of 17 and later attained certification as a “Gold Seal” Flight Instructor.

The fund has been established by Andrew's family to perpetuate his memory. In keeping with Andrew’s chosen career as a flight instructor, all proceeds of the fund will be designated to support Angel Flight NE’s Flight Safety Initiative.

Phillips 66® Aviation Announces Fuel Rebate to Support Medical Compassion Flight Pilots
Program will help some 4,000 missions a year that fly seriously ill children, adults to critically needed medical care

 

HOUSTON, April 26 – A pioneering rebate program, designed to support pilots that volunteer their aircraft and time to fly seriously ill patients who need specialized medical treatments, is being launched by Phillips 66® Aviation. 

Starting June 1, pilots flying missions organized and approved by Angel Flight Northeast and Mercy Medical Airlift (which administers Angel Flight Mid-Atlantic and Airlift Hope America) will qualify for a $1-per-gallon rebate on fuel purchased using Phillips 66 Aviation Personal Credit Card at a Phillips 66 Aviation branded FBO.  There are more than 713 Phillips 66 FBOs across the country.

The program, a first for general aviation, could initially support more than 1,600 active pilots that fly these critically important flights in the Northeast United States. 

“These missions mean so much to seriously ill children, adults and their families,” explains Jim Smith, Executive Director, Angel Flight Mid-Atlantic and Airlift Hope America. “It takes a generous commitment of time and finances from volunteer pilots.  With the cost of avgas what it is, the Phillips 66 Compassion Flight Fuel Rebate could make the difference in whether or not a pilot flies that extra, crucial mission for us.”

The rebate applies to avgas purchased from a Phillips 66 Aviation dealer and paid with a Phillips 66 Aviation Personal Credit Card.  The rebate is applied as a credit to the pilots Phillips 66 Aviation Personal Credit Card account.

“Through this program, Phillips 66 Aviation is saying to these volunteer pilots, ‘we recognize your value, we appreciate your efforts and we support you,’” says Rod Palmer, Manager of Aviation for Phillips 66.  “If it encourages more pilots to volunteer or take more medical flights, then we’ll consider this program a success.” 

Fuel rebate eligibility requirements include:

  1. Volunteer pilot must be a member of a charitable organization approved by Phillips 66® Aviation to participate in this program.  For 2017, approved charities include Angel Flight Northeast, and Mercy Medical Airlift administered Angel Flight Mid-Atlantic and Airlift Hope America.   
  2. Rebate applies to avgas purchased on the Phillips 66® Aviation Personal Credit Card at Phillips 66-branded FBOs.  It does not apply to purchases of jet fuel, motor fuel or other fuel brands.  Pilot can apply online for a Phillips 66 Aviation Personal Credit Card at www.phillips66aviation.com/#basecards?from=base.
  3. Rebate applies to avgas purchased to fly a mission coordinated and approved by a charitable organization participating in this Program.
  4. Volunteer pilot must complete the Claim Form and submit it to CitiBank with the original or a copy of the credit card receipt(s).  The Claim Form can be obtained from the charities approved by Phillips 66 Aviation to participate in this program.
  5. Claim Form with all documentation must be submitted within 90 days of actual flight date.
  6. The $1-per-gallon rebate will be applied by CitiBank to the pilot’s Phillips 66 Aviation Personal Credit Card balance within 2-3 billing cycles of receipt of the completed Claim Form.

Angel Flight Northeast volunteer pilots have flown more than 53,000 children and adults over eight million miles, explains Larry Camerlin, President and Volunteer Pilot for the group, based at Lawrence Municipal Airport in Andover, Mass.  Many patients come from rural areas, he says, without access to the hospitals and care they need to survive.

“These flights can make a tremendous difference in the quality of life for these patients and their families,” says Camerlin. “This is a remarkable gesture on the part of Phillips 66.  They recognized the need, the countless flights, plus the expense our volunteers take on to help thousands of patients.”

Fuel Reimbursement Program

The Federal Aviation Administration (FAA) has granted Angel Flight Northeast an exemption which allows the reimbursement of its volunteer pilots for fuel costs incurred in conducting Part 91 charitable patient flights.

Volunteer pilots who wish to participate in the Fuel Reimbursement Program are required to adhere to qualifications and requirements listed in Exemption No.10360C.  This is completely voluntary and no pilot is required to participate in the program.  Click here to review: Federal Aviation Administration (FAA) Exemption No. 10360C (see below for a condensed version).

Volunteer pilots who decide to Opt-In are required to complete the Program Opt-In Form and have a qualified FAA rated CFI complete the Training Proficiency Checklist and return both to Angel Flight NE.  Please print forms, complete them entirely, and fax to (978) 794-8779, attention Fuel Reimbursement Program or email This email address is being protected from spambots. Upon receipt of your signed forms, we will provide you with the necessary instructions concerning administration of the program.


Funding for the Fuel Reimbursement Program can be done in multiple ways:

  • Donations on the Pilots Behalf: Family, Friends, Co-workers, etc. can make donations on a pilots behalf to his/her Fuel Reimbursement Fund.  These funds will be earmarked specifically for the named pilot's fuel.
  • Pilot Individual Donations:  Donations to this fund can be made pilots specifically to their own fund. These funds are solely restricted to that pilot only and will be reimbursed to the pilot once the proper documention and forms are submitted and approved by Angel Flight NE.

Please advise your potential donors who would contribute to your individual fund that their tax-deductible donations can be made online at our donation page. Donors would select the “Fuel Reimbursement Program” option and enter your "name” and “for fuel reimbursement program” in the box provided.  Or they can send a check of their tax-deductible donation to Angel Flight Northeast with instructions to attach a memo stating that the donation is for your Individual Fund.  Checks should be mailed to:
